Regan Phillips

Chief Executive Officer of CASA Orange County

“A brilliant attorney whose life work was inspired by her passion for helping children”

Regan Phillips CEO CASA OC

Episode 218 features Regan Phillips, the dynamic Chief Executive Officer of CASA Orange County, an organization that plays a major role in protecting vulnerable children in the foster care system. Regan’s life work is a testament to her passionate conviction that every child deserves a voice and a champion. Her journey began far from the executive office, stemming from a pivotal one-year internship with CASA-NYC while she was an undergraduate at Columbia.

After completing law school, Regan dove into the dependency system in California, serving as minor’s counsel at the Lamoreaux Justice Center. In this critical courtroom role, she frequently collaborated with CASA volunteers, recognizing firsthand their unique and valuable insight into a child’s life outside the legal proceedings. This professional experience solidified her deep admiration and respect for the committed individuals who volunteer as Court Appointed Special Advocates.

Regan’s commitment to CASA intensified when she joined the Orange County Board of Directors in 2009. Her dedication to the organization’s mission led her to transition from volunteer leadership to staff, becoming Chief Program Officer in 2015, and finally ascending to CEO in December 2017. Her professional life has been dedicated to one goal: advocating for children removed from their homes and separated from their families due to abuse, neglect, or abandonment.

Regan shares her perspective on the current state of the Orange County foster system, the integral role of community volunteerism, and how the consistent support of CASA volunteers fundamentally advances the best interests of the most vulnerable children in our society. I have the greatest admiration and respect for the committed individuals who volunteer as Court Appointed Special Advocates and those who give so generously to ensure our organization may continue recruiting, training, and supporting those volunteers,” Regan says. Don’t miss this episode where we learn what makes this dynamo tick and how lucky we are to have this briliiant, kind and hardworking woman at the helm of this integral organization that plays such a major role in protecting children in our Foster care system.
